The civil aeronautical personnel, fulfilling the air traffic control and information tasks, generically known as " Air Traffic Controllers " ( ATC ) ,play a leading part in the providing of safe and efficient Air Traffic Services to all the Air Traffic operators. The air traffic controllers can carry out their activity only based on an operating license, which license is specific for every Air Traffic Unit( ACC, APP, TWR ) and is to be periodically renewed ( on yearly basis for the operators, navigators and senior navigators and on every two year basis for the OJT and simulator instructors ), following to a theoretical and practical examination performed by the Romanian Civil Aviation Authority. This theoretical and practical examination for the granting or the renewal of the operating license is preceded by a medical license obtained following a periodical medical check ( every two years when they are below forty and on yearly basis for those who are over forty ), performed by the National Space and Aeronautical Medical Institute.
Subject to their specialization, the air traffic control and information tasks are fulfilled by the following categories of Air Traffic Controllers ( ATC ):
• ATC - ACC are the Air Traffic Controllers providing the en-route flight control services;
• ATC - APP are the Air Traffic Controllers providing the control services in the airport Terminal Control Area;
• ATC - TWR are the Air Traffic Controllers providing the flight control services in the airport area;
• ATC - Information are the Air Traffic Controllers providing the en-route and airport flight information services ;
By the very specific of their activity, the Air Traffic Controllers work in an environment which is subject to both the national and international regulations, and they are committed to apply the standards and the recommendations adopted at world level by the International Civil Aviation Organization ( ICAO ) and at European level by the European Organization for the Safety of Air Navigation ( EUROCONTROL ) , organizations joined by Romania.
