"The future is made of all the
steps you make, including the
small ones, those ignored or
laughed at."
- Henri Coandă -
We are proud of our traditions when it comes to aviation. We were pioneers of an elite sector. To maintain this position is a duty and a request for the future generations. I wish to challenge my colleagues to prove together that the ''ways'' in Romania's sky are not touched by the economic and political context.
The dynamic and complex process of the air traffic control for the aircrafts is based on people, technologies and strict rules, all of them integrated in the air traffic management system. During the year 2008, more than 440,000 aircrafts had a safe and smooth flight on the ''ways'' crossing the Romanian airspace, secured by Romatsa AIR TRAFFIC CONTROLLERS.
Romatsa committed itself for a gradual efficiency and modernizing process of the air traffic management system by launching some major programs. Today, the priorities of the Romanian Administration of the Air Traffic Services are strongly connected to the European realities both in terms of the regulation compliance requirements and of the increased efficiency requirements of the air companies.
One example is the finalization of the implementation of the operational concept which represents a fundamental requirement so that Romatsa can efficiently respond to the challenges of the new European regulations. The steps made by Romatsa in 2008 in this respect allow us to maintain our strategic target regarding the consolidation of the route operational activity in one center in Bucharest, while further assuring the flights' safety and the continuity of the services provided by Romatsa.
Also, the current Romanian-Bulgarian development regarding the implementation of the functional airspace block –DANUBE, an activity started by Romatsa and BULATSA since 2004 aiming at improving the efficiency of the air traffic management networks in the region, is in compliance with the strategic guidelines defined by the Single European Sky rules. Romania's and Bulgaria's initiative has been permanently supported by Romatsa by following all the necessary steps set in the pre-feasibility and feasibility studies and today this is one of the nine functional airspace block constructions acknowledged at European level.
In order to meet the expectations of the air operators and to have an efficient process of the air traffic services administration in Romania, „Romatsa 2010” project was initiated, having as a main goal the reduction of the administrative organization and the progressive reduction of the total number of positions, until now realizing an approximate 13% reduction. The second goal of this project is Romatsa E-MANAGEMENT SYSTEM which is to be achieved by installing some software applications for the resources' and documents' management on electronic support based on a software and communication infrastructure, properly sized and secured according to the project needs.
By what we achieved, Romatsa consolidates its position as an important player in this region, providing quality services to the air operators, under full safety and security conditions, in an efficient manner, protecting the environment and making use of highly qualified and motivated human resources.
Thank you,
Bogdan DONCIU
