Effective January 1st, 2010, the provisions of AIP Romania, GEN 4.2 section are amended as follows:

1.Paragraph 1.2.1. (GEN 4.2-1) shall be replaced by the following provisions:

“1.2.1. The global unit rate for the route air navigation services in the airspace of BUCUREŞTI FIR is 29.22 euro for the period 01.01.2010-28.02.2010 and 46.57 euro for the period 01.03.2010-31.12.2010.”

2. Paragraph 1.2.3. (GEN 4.2-1) shall be replaced by the following provisions:

“1.2.3  The rate of interest on late payment of Route Charges is 11.58% per annum.”

3. Paragraph 2.2.3 (GEN 4.2-7) shall be replaced by the following provisions:

“2.2.3  For IFR Flights the TANC charge shall be levied according to the provisions laid down in item 2.2.1 above, as follows:

1. For the terminal/control area of the Bucureşti Henri Coandă International Airport, the TANC charge shall be calculated using the following formula:

Where:

t = the unit rate of charge = 1052.80 lei (RON)

W = the maximum take-off weight, expressed in metric tons (with two decimal points), of the aircraft as shown in the certificate of airworthiness, the flight manual or any other equivalent official document.

1. For the terminal/control area of the Bucureşti Aurel Vlaicu International Airport:
1. For an aircraft for which the maximum take-off weight is less than 2 metric tons: TANC = 30.00 EURO
2. For an aircraft for which the maximum take-off weight is between 2-10 metric tons: TANC = 60.00 EURO
3. For an aircraft for which the maximum take-off weight is more than 10 metric tons, the TANC charge shall be calculated using the following formula:

TANC = t x W

Where:

t = the unit rate of charge = 6.20 EURO

W = the maximum take-off weight, expressed in metric tons (with two decimal points), of the aircraft as shown in the certificate of airworthiness, the flight manual or any other equivalent official document.

1. For the terminal/control areas of all the other airports in FIR Bucureşti :
1. For an aircraft for which the maximum take-off weight is less than 2 metric tons: TANC = 19.00 EURO
2. For an aircraft for which the maximum take-off weight is between 2-10 metric tons: TANC = 38.00 EURO
3. For an aircraft for which the maximum take-off weight is more than 10 metric tons, the TANC charge shall be calculated using the following formula:

TANC = t x W

Where:

t = the unit rate of charge = 3.90 EURO

W = the maximum take-off weight, expressed in metric tons (with two decimal points), of the aircraft as shown in the certificate of airworthiness, the flight manual or any other equivalent official document.

Paragraph 2.2.3.1 remains unchanged. ”

4. Paragraph 2.2.4 (GEN 4.2-8) shall be replaced by the following provisions:

“2.2.4  For VFR Flights the TANC charge shall be levied according to the provisions laid down in item 2.2.1 above, as follows:

1. For the terminal/control area of the Bucureşti Henri Coandă International Airport, the TANC charge shall be calculated using the same formula and unit rate described in paragraph 2.2.3 point A (the same charge that is applicable to IFR Flights);
2. For the terminal/control areas of all the other airports in FIR Bucureşti :
3. For an aircraft for which the maximum take-off weight is less than 2 metric tons: TANC = 11.00 EURO
4. For an aircraft for which the maximum take-off weight is between 2-10 metric tons: TANC = 23.00 EURO
5. For an aircraft for which the maximum take-off weight is more than 10 metric tons, the TANC charge shall be calculated using the following formula:

TANC = t x W

Where:

t = the unit rate of charge = 3.00 EURO

W = the maximum take-off weight, expressed in metric tons (with two decimal points), of the aircraft as shown in the certificate of airworthiness, the flight manual or any other equivalent official document.

Paragraph 2.2.4.1 remains unchanged. ” 

5. In paragraph 2.3 (GEN 4.2-8) the title REMARK shall be replaced by REMARKS and the following remark shall be added:

“The rebates are not applicable at the terminal/control area of the Bucureşti Henri Coandă International Airport.”

6. In paragraph 2.4 (GEN 4.2-8) the points  i) and j) shall be deleted.

7. Paragraph 2.5.5.1 (GEN 4.2-9) shall be replaced by the following provisions:

“2.5.5.1. The invoice shall be expressed in lei (RON) and/or euro. The exchange rate applied shall be the rate established by the National Bank of Romania in force on the date of the invoice. The amount of the charge is due on the date of performance of the flight; the latest date by which the payment must be received by ROMATSA is 35 days from the date of the invoice and shall be shown on the invoice.”
